Most counsellors pay between $355 and $671 a year for combined professional indemnity and public liability, with a typical cost of around $479. On a monthly plan, instalments usually range from $29 to $37. These figures come from a review of over 300 counsellor-related policies arranged through upcover.
Counsellor insurance matters because the risks are real and specific. A client can allege harm from therapy, a confidentiality breach can expose private records, or a client can complain to a health complaints body or professional association. Counselling isn't a government-registered profession in Australia, so cover isn't legally required, but in practice most counsellors need it (more on that below).
For cover options and what counsellor insurance includes, see our guide to insurance for therapists in Australia.
The typical cost is around $479 a year, but it varies. Premiums can run as low as $157 or as high as $2,524, depending on the practice.
Most counsellors hold professional indemnity and public liability together in one bundled policy. Professional indemnity insurance is designed to respond to claims that your advice or therapy caused a client harm or loss.
Public liability may respond to third-party injury or property damage, such as a client slipping in your rooms. Both are subject to the terms of the policy. Because the two are usually bundled, the figures don't set a standalone price for either cover.
Your cover limits also affect the premium. As a separate illustrative quote, low-limit cover with $1 million professional indemnity and $5 million public liability starts at around $117 a year, or about $12 a month. This is a basic entry-level example that may not meet the higher limits some associations require, so verify what your membership needs before relying on it.
For cover that meets PACFA's minimum limits of $2 million professional indemnity and $20 million public liability, an illustrative quote starts from around $211 a year, or about $21 a month. The annual and monthly figures in these examples come from separate payment options and aren't the annual price divided by 12. Available limits and pricing vary by insurer, and the right limit should reflect your practice, contracts and any professional association requirements rather than price alone.

Not by law. Counselling and psychotherapy are not currently among the professions registered through AHPRA, so there's no AHPRA registration standard or regulator that legally requires you to hold cover. National Standards for Counsellors and Psychotherapists were released by the Australian Government in October 2025, but they don't yet create a licensing or insurance requirement, and the profession remains self-regulated while implementation is worked through over the coming years.
In practice, though, most counsellors need coverage. Professional associations set their own rules. PACFA requires relevant registrants to hold at least $2 million professional indemnity and $20 million public liability per claim, effective from 1 July 2025. The ACA requires counsellors in self-employed private practice to hold professional indemnity and public liability insurance and to show evidence of these policies upon renewal. Some private health fund provider-number pathways also require current cover so you can see rebate-eligible clients, with limits varying by fund. Many employers and client contracts expect it too.
So while insurance isn't legally mandated for counsellors, association membership, provider-number pathways, and contracts make it nearly essential for anyone in private practice.

This is based on over 300 bound counsellor-related policies arranged through upcover. They were matched to occupation labels such as counselling and rehabilitation counsellor, as well as some combination labels. The "what most pay" range covers the 25th to 75th percentile, so one quarter of policies sat below it and one quarter above. Most figures come from the bundled professional indemnity and public liability product. Cyber, business pack, workers' compensation and other separate policies aren't included.
In this dataset, yes. Based on the policies reviewed, general counselling had a typical cost of around $380 per year. Rehabilitation counselling ran higher, at around $495 a year, with a wider top end.
The figures show a difference between the two groups, but other underwriting factors may vary between them too. Please ensure that you accurately describe your actual work when obtaining a quote, as your coverage should align with your true professional activities.
The price of counsellor insurance can vary based on how your practice operates. Insurers may consider:
Association minimums, like those set by PACFA, can exceed your limits and result in higher costs compared to a basic entry-level quote.
Counsellors can use monthly payment plans through upcover. Spread over 12 months, a monthly plan costs around $366 a year for a typical counsellor. Policies paid annually upfront had a typical cost of around $479.
These figures come from different groups of policies. They are not the same policies compared under two payment methods. So the figures can't tell you whether paying monthly or annually works out cheaper for a given policy. To compare your options accurately, look at the annual-payment and monthly-payment quotes side by side.
The $355 to $671 annual range covers the main professional indemnity and public liability arrangement. Other counselling insurance costs can add to your total spend. Cyber insurance may suit counsellors who hold sensitive client records electronically. A business pack or contents cover may suit those who own or fit out rooms. Workers' compensation depends on your state or territory scheme if you employ staff.
upcover arranges insurance for counsellors across Australia. This includes professional indemnity, public and products liability, cyber and privacy liability and other business cover.

On a monthly plan, combined professional indemnity and public liability instalments usually run from $29 to $37, based on the policies reviewed. As a separate illustrative quote, basic low-limit cover starts at around $12 a month.
Most counsellor policies bundle professional indemnity with public liability insurance. So, the typical annual range of $355 to $671 shouldn't be treated as a standalone price for professional indemnity insurance for counsellors.
Most counsellor policies bundle public liability with professional indemnity, so there's no standalone counsellor public liability insurance price. As a separate illustrative quote, basic low-limit combined cover starts at around $117 a year. Cover that meets PACFA's minimum limits of $2 million professional indemnity and $20 million public liability starts from around $211 a year. These figures are illustrative only.

In the policies reviewed, rehabilitation counselling had a higher typical cost, around $495 a year, compared with around $380 for general counselling. This reflects a difference between the groups rather than proof that the type of work alone caused it.
This article is general information only and doesn't consider your objectives, financial situation or needs. Premium figures come from a review of bound counsellor-related policies arranged through upcover, reviewed in August 2026. The sample includes 'counselling', 'rehabilitation counsellor' and 'combination' labels, mostly written on a combined professional indemnity and public liability product. Figures are indicative only and do not constitute a quote. Annual and monthly figures describe different groups of policies. Limit-based quote figures are illustrative and shown separately from the bound-policy figures. Other insurance costs are not included in the headline figures. Cover depends on the terms, conditions, limits and exclusions of the individual policy. Insurance requirements for counsellors are set by professional associations, private health funds and any contract, not by a government registration board. upcover Pty Ltd, ABN 17 628 197 437, is a Corporate Authorised Representative (CAR 1299211) of Experience Insurance Services Pty Ltd, ABN 41 657 596 506, AFSL 539078.
